New framework for gender equality in partner countries of the European Union

Due to the clear positioning of the European Union, gender equality is now one key topic of the Sustainable Development Goals of the United Nations. Additionally, a new framework for the work of the European Union in partner countries with focus on gender equality and women’s empowerment has been adopted.

In September, a new framework for the EU’s activities on gender equality and women’s empowerment in the EU’s external relations for the period between 2016 and 2020 has been adopted by the European Commission and the European External Action Service.

The aim is promoting core values such as gender equality in partner countries and supporting them to achieve progress in that field. This support includes fighting violence against women and girls and empowering them to take actions regarding civic participation. Further, the newly adopted Sustainable Development Goals of the United Nations, including gender equality, should also be focused on.

The new framework which considers achievements and failures of the Gender Action Plan in Development 2010-2015 is supposed to not only consist of words but actions and finally results. It will apply from 2016 if relevant Council bodies will agree.

Financing of the framework is ensured by several EU external actions instruments and aid modalities. The improvement of women’s and girls’ rights is already financed with about 100 million Euros. The field of gender will be funded via other sectors of development cooperation.

The European Union and its Member States with their engagement rank first regarding the protection and fulfillment of girls’ and women’s rights.
